FIFA said in a statement that it would sanction Israel for breaching its anti-discrimination rules, ending a two-year process, and has closed the case relating to Israeli clubs in the occupied West Bank.
The world body stopped short of suspending the Israel Football Association (IFA), which the Palestinian federation has urged since 2024. Instead, its disciplinary committee fined the IFA 150,000 Swiss francs, about 165,000 euros, for serious and repeated failures.
In a 40-page decision, the committee detailed racist conduct in Israeli football, from Beitar Jerusalem fans’ chants extolling racial purity to abuse of Arab players. It also cited political and militaristic messages posted on social media by leaders of the professional leagues and Maccabi Netanya.
In its assessment of a post that shared an article opposing any Gaza ceasefire, the panel found that the lack of mitigating language, such as calls for restraint, concern for civilians or acknowledgement of humanitarian principles, rendered the publication politically charged and ethically problematic.
FIFA considered fines previously issued to Beitar as modest and vague, noting they were not explicitly linked to racist incidents. It also recorded no public condemnation of racism, no anti-discrimination campaigns and no steps to promote inclusion of Arab or Palestinian players by the IFA.
