Leeds United and Premier League clubs will trial new measures next season to stamp out goalkeeper tactical timeouts.

The FA said in a statement the plan tackles keeper injury stoppages used to slow play, while protecting genuine cases. If a goalkeeper needs on-pitch treatment, the manager has 10 seconds to nominate an outfielder to leave for at least one minute and inform the fourth official, otherwise the captain must go off.

Exceptions apply when a foul on the goalkeeper leads to immediate treatment, when the goalkeeper and an outfielder collide and need attention, or when the goalkeeper is bleeding. The trial will be monitored with IFAB and other stakeholders to assess its effect on flow and welfare.

Leeds have often been frustrated by opponents calling for treatment as teammates crowded the dugout. Manchester City’s Gianluigi Donnarumma did so after Daniel Farke’s side rallied from 2-0 to 2-2 before losing 3-2, and Farke accused him of feigning injury to bend the rules. Sunderland’s Melker Ellborg went down in a 1-0 win at Elland Road, while Chelsea’s Robert Sanchez was told by a teammate to do likewise in their FA Cup semi-final victory.

A lighter-touch attempt to keep players from the dugout during goalkeeper injuries was used at this summer’s World Cup, but these steps go further. Officials can deploy a five-second countdown to curb delays at throw-ins or goal kicks, and a 10 second limit for substituted players to leave the pitch, with failure delaying the player’s entry.
