Norway star had fallen down the pecking order at the Etihad
Fulham have agreed a £27million deal for Manchester City midfielder Oscar Bobb.
Standard Sport understands Bobb will undergo a medical on Thursday before finalising the January move.
City retain a 20 per cent sell-on and hold the right to match any bid made for the winger in the future.
Bobb has struggled for minutes at City this season, making 15 appearances in all competitions and scoring one Premier League goal.
The Norway international, who spent the majority of last season out injured with a broken leg, had fallen further down the pecking order at City following the January arrival of Antoine Semenyo. He joins Fulham in search of minutes ahead of this summer’s World Cup.
Fulham have been in the market for attacking reinforcements this month and last weekend submitted a bid for PSV forward Ricardo Pepi.
Pepi is a long-term target of Fulham, who are keen to pursue a deal despite him undergoing surgery on a broken arm at the start of January.
Asked about Fulham’s January transfer activity heading into the final few days of the market, Silva said he and the club were aligned on what needed to be done before next Monday’s deadline.
"What I can say is that we were aligned on everything we wanted to achieve in January,” Silva said last week.
“The January transfer window is never easy. If the summer window is challenging, you can imagine how difficult January is.
"However, we remain aligned, and I truly believe the club is doing everything possible to implement the plan and structure we agreed on, which will serve us well in January."
