The 31-year-old joins on a two-year deal with the option of a further year.
Norgaard has spent six years at Brentford, helping the club to win promotion to the Premier League and then playing a key role in stabilising his side in the top flight.
The Gunners were in need of midfield cover following the departures of both Jorginho and Thomas Partey this summer, and Norgaard arrives following the signing of another central midfielder in Martin Zubimendi from Real Sociedad.
Hayters.com and Mirror Sport first broke the news of Arsenal’s interest in the Denmark international, who made 34 Premier League appearances for the Bees last season.
The Gunners saw Norgaard as a cost-friendly option to add experience and strength in depth to their squad, having agreed to pay around £10m plus add-ons for the midfielder.
He signed a new contract with Brentford earlier this year, protecting his value to the club as oppose to walking away for free in the summer.
“You can get almost emotional because maybe it was a dream that I’ve given a little bit up on coming towards the later stage in my career,” Norgaard said.
“I’ve just turned 31 and had signed a new deal with Brentford. Of course, there’s always a little chance that a miracle could happen with Brentford, but it was probably unrealistic to play Champions League with them.
“Now, I get to hear the anthem and be a part of a Champions League campaign. It’s a childhood dream and something I didn’t think would be possible. So it’s something I’m really, really happy about.”
They are now focused on boosting their forward line and are in talks with Chelsea over the signing of winger Noni Madueke, and Sporting for striker Viktor Gyokeres as they look to agree deals for both.
Gunners boss Mikel Arteta said: “He is an international player with a wealth of experience of the Premier League. He has proven leadership skills and a strong character which will be invaluable to our squad.
“He is a strong midfielder with excellent tactical awareness and versatility. He also has physical presence and intelligence which will give us added depth and balance.
“Christian will bring a lot to the group both on and off the pitch, and we’re excited to start working with him in this next chapter of his career. We welcome Christian and his family to Arsenal.”
