Backstage brake: ANRESF imposes tough limits on Vasco, Palmeiras

The National Agency for Football Regulation and Sustainability (ANRESF) officially notified Vasco, Palmeiras, Almirante Participações (a company owned by Marcos Lamacchia), and Crefipar on the night of last Wednesday (26) about the opening of a formal inspection procedure. The measure aims to monitor and safeguard sporting integrity during the negotiation process for businessman Marcos Lamacchia’s purchase of 90% of the shares of Vasco SAF. He is the stepson of Leila Pereira, president of the São Paulo club.

As a preventive measure, the regulatory body established a series of strict restrictions freezing any type of exchange between the two sports institutions and the companies involved in the financial operation.

The decision formally prevents Vasco and Palmeiras from carrying out player negotiations — including loans or no-fee transfers — making financial transfers or transactions, using shared physical facilities (such as training centers), or sharing employees, coaching staff members, and strategic and confidential market information.

?Direct impact on relations between Vasco and Crefisa

The package of prohibitions directly affects the commercial and ownership ties between Vasco and Crefisa, the financial institution owned by José Roberto Lamacchia (Marcos’s father and Leila Pereira’s husband). The credit company was responsible for granting an R$ 80 million loan to the São Januário club last year and is officially listed as guarantor and backer of the investment agreement signed between Vasco’s management and Almirante Participações.

With the new procedure launched by the CBF agency, any new direct financial links or cross-guarantees between the finance company and the Rio club will be subject to strict scrutiny and restrictions until the investigations are concluded.

?Marcos Lamacchia’s defense says rules will be followed

Despite the precautionary measures applied by ANRESF, the investor’s legal team remains fully confident in the continuation and completion of the sale of Vasco SAF. In a recent public statement given to ge, lawyer André Sica, legal representative of the Lamacchia family, stressed that the group had already been in talks with the agency and is ready to comply with all requirements:

“Vasco has been in talks with Anresf for a long time. The reassurance I can give you is the same reassurance I give them. We will implement any kind of solution proposed by the CBF. It’s as simple as that. Marcos is fully capable of carrying out any of the operations that may be suggested by Anresf.”

Although they are not formally part of the administrative process as defendants, Almirante Participações and Crefipar were notified of the procedure and may submit clarifications, contracts, and voluntary defenses to speed up the final approval of the deal by the sporting authorities.
