The Portuguese Football Federation's General Assembly approved the 2026/27 activities and budget plan on Saturday at the Cidade do Futebol, despite Benfica voting against.
According to Glorioso 1904, the document split leading clubs, with Sporting voting in favour and Porto and Liga Portugal abstaining.
Benfica opposed what it views as a significant rise in projected spending and alleged failures to honour earlier commitments to professional football, particularly over the distribution of sports betting revenues.
Sporting supported the plan, though its delegate issued a public warning, stressing the expectation that the FPF leadership, led by Pedro Proença, fulfils previous electoral promises.
The vote comes amid a strained relationship between Benfica and the FPF in recent months. The Disciplinary Council recently increased the suspension of Benfica general director Mário Branco to a total of 25 days after incidents following the match against Famalicão on matchday 32.
In a separate case, Benfica communications director Gonçalo Guimarães was fined €2,040 after a disciplinary process prompted by complaints from Medialivre and journalist Gustavo Lourenço of the same media group.
