Brazilian Série A and B clubs seek delay to financial fair play sanctions

Brazilian Série A and B clubs are moving to seek flexibility in the Financial Sustainability System, with Santos leading a push to delay sanctions on debts incurred before 2026.
According to Globo.com, the Vila Belmiro side has received some positive signals from peers and aims to formalise a request to ANRESF in the coming weeks, though others, such as Cuiabá, are against it.
Under current rules, pre-2026 debts are in a transition phase until the end of November, when breaches trigger warnings only. From December, penalties can include fines, revenue withholding, player registration restrictions, points deductions and, in severe cases, relegation or licence revocation.
Santos’ proposal would extend the transition to November 2028, or at least to the end of 2027. Supporters insist they still back financial fair play, arguing that less than one year is too little to resolve historic, multimillion-real liabilities. They also point to a recent provisional measure that banned betting companies in Brazil, removing advertising income and deepening strains.
Consultancy estimates put leading clubs’ net debt between R$ 16 billion and R$ 17.3 billion. Clubs argue that trying to settle this within 11 months could cause a cascade of defaults, since one team’s debt is another’s receivable.
They add that other requirements have longer adaptation, with squad cost controls running to 2028 and the short-term net debt indicator phased in to 2030. The system, announced last November, is overseen by ANRESF with monitoring windows on 31 March, 31 July and 30 November each season.
