According to Sky Scotland, the Scottish Premiership champions will pay £6.8 million for the 22-year-old.
Baur has been granted permission to miss training and undergo a medical to complete the move.
Paderborn will receive a club-record fee for the central midfielder, who already has an agreement on personal terms in place for a contract until 2031.
Celtic will pay an initial £4.5m, with £2.3m to be paid in add-ons relating to the team reaching the league phase of the Champions League.
If he passes his medical, Baur will become the club’s fourth signing of the summer after Camilo Duran, Kasper Hogh and Haissem Hassan.
They have begun the season impressively, winning their first two games against Dundee and Kilmarnock.
Baur is being signed to strengthen Celtic’s midfield options, particularly with Arne Engels and Reo Hatate attracting interest from elsewhere this summer.
The Germany Under-21 international played 33 times in 2. Bundesliga last season, chipping in with four goals and five assists.
He has displayed significant flexibility in midfield throughout his career, and is able to play in a slightly wider position or at the centre of the pitch.
Baur has a quite similar build to Hatate and should be able to hold his own in Scotland, despite his diminutive stature.
