James had been a doubt for the match after she was forced to come off at half-time of England’s semi-final victory over Italy.
The Chelsea winger, however, was able to train on Saturday afternoon and is fit to face Spain this weekend in Basel.
“We had 23 players on the pitch today and everyone came through [the training session],” said Wiegman.
“So, if everyone recovers well then we have 23 players available for tomorrow. I think we have many players that can impact [the game].”
England captain Leah Williamson also confirmed she is fully fit after injuring her ankle against Sweden in the quarter-finals.
Williamson had to come off before the penalty shootout, but she returned for the semi-final win over Italy.
“My ankle is great. My mum actually rolled her ankle a couple of days ago, so she has taken all the attention away from me now,” said Williamson.
“But no, I had a scare and obviously I want to be involved. I want to be available to help the team any way they need me, but I played that game, the semi-final, and I am ready to go tomorrow.”

Wiegman could name an unchanged team for Sunday’s final if she likes, but there are players pushing to come in.
Jess Carter may get the nod over Esme Morgan in defence, with Beth Mead and Chloe Kelly vying to start in attack.
Kelly and Mead have shone off the bench at this Euros and they could start ahead of James.
Predicted England XI (4-2-3-1): Hampton; Bronze, Williamson, Morgan, Greenwood; James, Toone, Hemp; Russo.
