Fiorentina, led by director Fabio Paratici, are exploring a move for Italy international Udogie, with fellow Italy international Ruggeri of Atletico Madrid considered as an alternative.
Tuttomercatoweb reports that a deal for Udogie looks difficult, with Tottenham Hotspur seeking €40-50m for the left-back. Coach Roberto De Zerbi is also determined not to let him leave this summer.
Paratici previously had two spells at Tottenham and worked as an external adviser during his ban, before returning to Serie A with Fiorentina in February. He is using those contacts to strengthen the squad at the Stadio Artemio Franchi.
Udogie, 23, has struggled for fitness and consistent minutes since joining from Udinese in 2022. That transfer was worth €18m plus up to €7m in add-ons and he is under contract until June 2030. He made 28 appearances this season, registering one assist.
Paratici hopes to persuade Tottenham to accept a paid loan with an option to buy, linked to performance targets. Ruggeri is viewed as a cheaper route, with Atletico Madrid reportedly wanting €25m. They signed him from Atalanta last year for €17m plus add-ons.
