Standard Sport understands the bid eclipses the £34million fee, including add-ons, that Fulham paid for Emile Smith Rowe last summer.
The offer is expected to be rejected, with Shakhtar holding out for closer to their €50m (£43.3m) valuation.
Fulham are in the market for a winger and have identified Kevin, who scored nine goals and provided four assists in all competitions last season, as an option on the left-hand side of Marco Silva's attack.
The club had been progressing in negotiations with Arsenal for winger Reiss Nelson, who spent last season on loan at Fulham, but have now turned their attention to Kevin.
The 22-year-old, who joined Shakhtar from Palmeiras in January 2024, impressed in last season's Champions League, scoring against Bayern Munich and Brest in the league phase.
Fulham have had a quiet transfer window thus far, becoming the last Premier League club to make a first-team signing by bringing in goalkeeper Benjamin Lecomte from Montpellier last month, and the club's lack of activity has prompted Silva to demand at least four more signings before the end of the September 1 deadline.
Silva's pleas have been heard, with Fulham prepared to break their transfer record for the second successive summer.
The club's focus this summer has been on securing the futures of first-team players Tom Cairney and Kenny Tete, as well as highly rated academy players Josh King and Seth Ridgeon.
However, their bid for Kevin suggests they will be more proactive in the market as the new season approaches.
