Manchester City have been found guilty on almost all alleged breaches of the Premier League’s financial rules, with sanctions still to be decided and an appeal expected.

People briefed on the case say City were found guilty on all but one of the 115 charges.

“The Premier League process remains ongoing, with significant elements to be completed, and subject to strict confidentiality.” The spokesperson told The Athletic.

The charges followed an investigation into alleged breaches between 2009 and 2018, opened after Der Spiegel published leaked City financial documents in November 2018. Allegations covered the accuracy of financial reporting and details of payments to players and coaches, plus alleged breaches of UEFA FFP and the league’s PSR. The club have always denied wrongdoing.

In 2020, UEFA issued a two-year ban and a €30 million fine, which CAS overturned five months later because alleged FFP offences were unproven or time-barred. City were fined £8.8 million for failing to cooperate.

Under rule W.51, potential sanctions range from a reprimand and fines to points deductions or expulsion. Any deduction could be applied now or retrospectively, which raises the prospect of titles being stripped. Any punishment would need to be proportionate to survive an appeal.

City have started 2026-27 with five wins from five under Enzo Maresca and are top of the Premier League.
