An independent Premier League commission found Manchester City guilty of almost all financial rule breaches from 2009 to 2018. According to NY Times, the verdict is subject to appeal and City deny wrongdoing.

Across those seasons City spent over £1.2 billion, accelerating their rise and laying the groundwork for a 2023 treble under Pep Guardiola.

After Abu Dhabi Group bought 90 per cent in September 2008, the first full window brought £142 million of signings, notably Carlos Tevez, who helped deliver the 2010-11 FA Cup and 2011-12 title.

Yaya Toure, David Silva and others arrived, City finished third in 2011 to reach the Champions League, and Toure scored the winners in both FA Cup semi-final and final.

Sergio Aguero, Samir Nasri and Gael Clichy joined, with Aguero probably the period’s most impactful signing, becoming record scorer and delivering the Premier League’s most dramatic title-clinching goal.

In 2012-13 spending fell to £49.2 million on Javi Garcia, Matija Nastasic, Jack Rodwell and Scott Sinclair. In 2013-14 Fernandinho led arrivals and played 33 league games as City won a second title.

Eliaquim Mangala, Wilfried Bony, Fernando, plus free agents Bacary Sagna and Frank Lampard, offered limited impact, Lampard’s move chiefly reputational.

Kevin De Bruyne and Raheem Sterling joined. De Bruyne ranks second for Premier League assists and is widely seen as one of its greatest midfielders.

In 2016-17 the pivotal addition was new manager Pep Guardiola. In 2017-18 Laporte, Mendy, Walker, Bernardo and Ederson joined, and Bernardo has played most under Guardiola.
