Premier League clubs will vote next month on plans to extend VAR to corners and second yellow cards, but the proposal faces resistance after talks with refereeing chiefs.
The Guardian reports that clubs are worried about extra disruption and are not prepared to overrule PGMOL guidance.
IFAB approved the regulatory change in February, allowing VAR to rule on corners and second yellow cards from next month. FIFA requested its use at the World Cup and referees there are set to apply it.
The law is optional for domestic competitions and the Premier League will take a final decision at its June annual general meeting. After discussions with PGMOL, the league has been advised not to widen the scope, amid concerns over longer matches, alienating broadcasters and added pressure on officials.
VAR has been a flashpoint all season, with a March survey suggesting 75 per cent of supporters oppose the technology. Meanwhile, FIFA figures Pierluigi Collina and Gianni Infantino are said to fear that a wrong corner call could significantly affect a World Cup game.
