According to NY Times, the list merges the summer and winter windows into a single, weighted assessment of impact this season relative to expectations and cost. Youth placements and full-season loans away are excluded, and the tally reaches 189 because a few players moved twice.

Harvey Elliott’s loan from Liverpool to Aston Villa anchors the bottom. He made just three starts and efforts to alter the terms mid-season came to nothing. Armando Broja’s £20million switch to Burnley follows after a meagre return, while Jhon Arias typified Wolves’ woes, one league goal before a February sale back to Brazil.

Alexander Isak’s £125million move to Liverpool suffered for lack of pre-season and injuries, yielding three league goals. Lorenzo Lucca’s loan to Forest proved grim, and Christantus Uche barely featured for Crystal Palace.
