Six months on from Club World Cup, Flamengo still await R$ 1 million from Rio state government

Six months after the tournament, Flamengo are the only Rio club yet to receive the R$ 1 million sponsorship from the state government, announced to promote tourism during last year's Club World Cup.
According to Globo.com, Botafogo and Fluminense were paid R$ 1 million each in October via companies linked to their clubs. Flamengo requested payment in early December and disputed the demand for a fiscal invoice as a condition.
The process requires compliance with legal formalities, including an invoice, under the signed contract. The clubs that routed the project through contracted companies completed those steps and received the funds. After Flamengo questioned the invoicing, the case was sent to the Procuradoria Geral do Estado for a tax assessment and remains within the legal timeframe.
The money is drawn from the state tourism department to support the promotion and development of tourism. Each club set up a branded house in the US to welcome fans, sell merchandise and stage activities.
Flamengo argue that a payment receipt would be legally sufficient for non-taxable revenue and that the arrangement is not a service contract, so ISS does not apply. The municipal tax would otherwise be a 5% deduction, around R$ 50,000.
