A total of six Serie A clubs are currently at risk of having their incoming transfer market blocked as early as January due to a tightening of financial regulations, according to TuttoMercatoWeb.
Beyond Lazio, the five other clubs facing this potential transfer block are Napoli, Atalanta, Fiorentina, Torino, and Genoa.
The core issue stems from changes to the league’s “Expanded Labor Cost” (CLA) to Revenue (R) ratio indicator. Following a recent Federal Council decision, the threshold for this ratio has been aggressively lowered to 70%.
Clubs that fail to meet this new limit will be prevented from signing new players unless they generate immediate capital gains (plusvalenze) or secure new capital injections. This tightened regulation applies to both clubs that historically maintained prudent management and those already in difficulty.
All clubs must submit their financial statements detailing their situation as of September 30 by November 30 for evaluation, after which the severity of the crisis for these clubs will become clearer. The report emphasizes that this measure aligns with upcoming UEFA economic parameters, which will become mandatory in 2026, also carrying the penalty of a transfer market block.
