The 10 biggest clubs in the EFL that have never played in the Premier League

Teams across the Championship, League One and League Two are all preparing for the start of the new season.

There will be 72 teams competing across the three divisions, all with one goal in mind as they seek promotion to the tier above.

Every club will be dreaming of the ultimate goal, which is to climb the ranks and earn a place in the Premier League.

The top flight not only has some of the biggest clubs in the country, along with some of the biggest names, but it also comes with a massive financial reward just to compete in it.

Many of the 72 have previously competed in the top flight since it broke off and rebranded to the Premier League in 1992, and they will all want to return some day.

However, some clubs have yet to make it to that level over the last 36 years, including some big names in the world of English football.

Here we rank from 10 to one the biggest clubs currently competing in the EFL in 2026/27 that have not competed in the Premier League since its inception in 1992…

Bristol Rovers

Bristol Rovers have never competed in the top flight of English football in their history, but have still left their mark on the game.

The Pirates have won the equivalent of the third division title twice, and without them we may never have had someone like Ian Holloway make such a big impact on the EFL.

Leyton Orient

Leyton Orient were founded in 1881 before the foundation of the Football League, but they have played in the top flight just once in their entire history.

Despite that, the London outfit remain a club with a big and vocal following even in a busy city with a lot of competition for supporters.

The O’s even contended for the London Stadium when it was made available following the 2012 London Olympics, but ultimately lost out to West Ham.

Plymouth Argyle

Plymouth Argyle have never played in the top flight in their history, but they have a modern track record in the Championship.

The Pilgrims have also enjoyed success in the lower levels, winning the equivalent of League One and League Two a total of six times in their history.

Home Park is also capable of hosting 18,000 fans, making it one of the bigger stadiums to have never hosted Premier League football.

Oxford United

Oxford United haven’t been in the top flight since 1988, but have spent a total of three seasons at that level in their history.

And the U’s have spent the majority of the last 65 years in the EFL, even reaching the Championship this decade as they look to build a new 18,000 seater stadium to replace Kassam Stadium.

And the club even achieved the Second Division title in 1985 en route to the First Division, and have otherwise won the third tier title on two occasions.

Wrexham

Wrexham’s rise up the English football pyramid in just the last few years has seen them become a much more prominent member of the EFL.

The Welsh side have never competed in the top flight ever in the history of their existence, let alone the Premier League.

But their Hollywood owners Ryan Reynolds and Rob McElhenney have helped put them on the map in a much bigger way, and their three consecutive promotions have led the club to the Championship.

While there is some recency bias to their inclusion on this list, their growing fan base is a big contributing factor why they can now be considered one of the biggest clubs in the EFL to never reach the Premier League.

Grimsby Town

Grimsby Town first competed in the top flight of English football in 1901/02, and this was the first of a total of 12 campaigns at this level in their history.

However, their last time competing in the First Division came in 1948, and they now find themselves in League Two.

But they have achieved plenty of success in English football despite their lack of top flight football, twice winning the Second Division title, as well as the 1998 Football League Trophy.

Grimsby have also won the Third and Fourth Division titles a total of four times, and their home ground Blundell Park is capable of holding almost 10,000 fans.

Millwall haven’t competed in the top flight since 1990, although they came very close to earning promotion under Alex Neil in 2025/26.

The Lions have a storied history in English football despite only playing in the First Division on two occasions, building fierce rivalries with the likes of West Ham and Chelsea over the years.

The London outfit won the Second Division title in 1988 on their way to promotion, while also winning the Third and Fourth Divisions a total of four times.

Millwall’s greatest modern success came when they reached the final of the FA Cup in 2004, although they suffered defeat to Manchester United at the Millennium Stadium.

Bristol City’s last campaign in the top flight came in 1980, which signalled the beginning of their decline to the fourth tier.

However, the Robins have enjoyed a total of nine seasons in the first division prior to its rebranding to the Premier League.

The club have also come very close to life in the top flight since 1992, reaching the play-offs twice in the 21st century, including 2025.

Bristol City have also been responsible for big Premier League players like Alex Scott and Antoine Semenyo.

The Championship side’s biggest achievements all came in the early 20th century, coming second in the first division in 1907 — having won the Second Division in 1906 — while also losing in the 1909 FA Cup final.

Notts County are one of the 12 founding members of the Football League, and were a consistent presence in the first tier in the early years.

The Magpies have played a total of 30 seasons in the top flight without ever competing in the Premier League.

It has been a turbulent last couple of decades for the club, which included falling out of the EFL, but they are a sleeping giant that is back on the rise as they prepare for life in League One in 2026.

Notts County’s greatest achievement is easily their 1894 FA Cup triumph, which came at a time when the competition was the most prestigious in the country, and their Second Division title wins in 1898, 1914 and 1923 also rank quite highly.

Preston North End are another one of the founding members of the Football League, and they were the first dominant force in top flight football in England.

The Lilywhites went unbeaten in the inaugural First Division campaign in 1889, winning back-to-back titles before thrice coming as runner-up.

The Lancashire outfit have competed in the top flight a total of 46 times, but have never played in the Premier League.

Their last time in the First Division came in 1961, and many would’ve expected them to have returned by now.

Preston’s other achievements include FA Cup triumphs in 1889, which made for a domestic double, and in 1938.
