Bap proposes sweeping statute change to scrap Flamengo vice-presidencies

Luiz Eduardo Baptista, known as Bap, has submitted a proposal to Flamengo’s Deliberative Council to scrap the club’s vice-presidencies and formalise full professionalisation, with each department run by paid directors.

The plan, titled the “emenda do profissionalismo”, would create a management council comprising the president, the vice, and up to 13 members appointed by the president for three-year terms from Grande-Beneméritos, Beneméritos, Eméritos or Proprietários. According to GE, the president would be responsible for forming the council to assess and decide on proposals from the professional board.

Its remit would cover balance sheets, budgets and quarterly budget execution. It would also rule on the hiring and dismissal of the director-general and deliberate on departmental directors.

In football, this model is already in motion. Under Rodolfo Landim, vice-president Marcos Braz was the dominant figure, but under Bap, José Boto has been hired as director.

The proposal says the council’s work would be guided by transparency, fairness, accountability and corporate responsibility.
