Antoine Semenyo will wear the No42 shirt at Manchester City, the reverse of the No24 he had at Bournemouth.
“Antoine is a really exciting signing for the football club,” said City’s director of football Hugo Viana.
“He made it clear to us immediately that it was City he wanted to join.
“His enthusiasm for this football club has been clear throughout the process.
“He has huge quality. Two great feet, pace, power, a habit of influencing games and, importantly, real room for growth and development.
“I am excited to see the player Antoine can become in the weeks, months and years ahead.
“We are constantly watching players all over the world. Antoine was the one we most wanted. He has shown he can perform in the Premier League.
“He is humble, hard-working, professional and totally focused on being a better footballer. He is ideal for us.”

Antoine Semenyo could make his Manchester City debut as soon as tomorrow afternoon in their FA Cup third-round tie at home to League One side Exeter.
But Pep Guardiola could equally wait to throw him in for Tuesday night’s high-profile Carabao Cup semi-final first-leg tie away at Newcastle, for which he is eligible.
“I am so proud to have joined Manchester City,” said Semenyo.
“I have watched City over the last decade under Pep Guardiola, and they have been the dominant team in the Premier League as well as achieving amazing things in the Champions League, FA Cup and League Cup.
“They have set the highest of standards and it’s a club with world-class players, world-class facilities and one of the greatest managers ever in Pep.
“I have so much scope for improvement, so to be at this club, at this stage of my career, is perfect for me. It’s a real privilege to be here.
“My best football is yet to come, I am sure of that. And City are in a great position – still involved in four competitions. I really feel I can help them have a strong second half of the season.
“The Etihad is my new home. I can’t wait to play in front of the fans here and I hope to show everyone what I can do.”

Arsenal are in touch with Marc Guehi’s camp as they discuss a shock move for the Crystal Palace captain, according to new reports.
Surprise rumours first emerged yesterday that the Gunners were ready to swoop for Guehi having dealt with a number of defensive injuries during their Premier League title charge this season.
That news came as rivals Manchester City weighed up their own January bid for the England centre-back after losing both Josko Gvardiol and Ruben Dias to injury.
According to The Athletic’s David Ornstein, Arsenal have a long-term interest in Guehi and are in touch with his camp as they discuss a potential deal - most likely to come in the summer.
He adds that Liverpool also want to go for Guehi again when his Palace contract expires in the summer, having seen a £35m deal collapse at the 11th hour in dramatic fashion on summer deadline day, though City want the move now.

Brentford boss Keith Andrews has said that there is no pressure for the club to sell in-form striker Igor Thiago in January.
The Brazilian has hit a purple patch in the Premier League, netting 16 goals in 21 games in the top flight.
“We’re in a good place,” said Andrews. “With the business we did in the summer, financially, we’re certainly not in a rush to let Thiago go.”
Thiago’s goals have fired Brentford up to fifth and into an unlikely bid for the Champions League spots.
“Very pleasing, yes,” added the Bees boss. “We’ve earned the right to be there.
“I think we’ve played consistently well and we’ve consistently taken steps in the right direction.
“We’ve created a really hungry group that play with an edge and I like that about us.”
