Merino scored two goals off the bench as an emergency frontman at Leicester last weekend and comes into the Arsenal team in place of Raheem Sterling, who drops to the bench.
Ethan Nwaneri and Leandro Trossard flank Merino in the front three.
Mikel Arteta has made two changes from the team that beat Leicester.
Riccardo Calafiori comes in at left-back, with Myles Lewis-Skelly dropping to the bench.

David Raya is in goal ahead of a back four of Timber, William Saliba, Gabriel and Calafiori.
Thomas Partey, Declan Rice and Martin Odegaard start in midfield.
Arsenal remain without Bukayo Saka and Gabriel Martinelli, while Kai Havertz and Gabriel Jesus have been ruled out for the rest of the season.
