The away side started the game the quicker of the two sides, moving the ball confidently as they looked to get the first goal.
Maddie Phillips had a strike from 25 yards which just went over the crossbar.
The early pressure finally gave the away side the lead they deserved as Down caressed a loose ball on the edge of the box into the top corner.
Saskia Reeves-Priestley made a great stop to deny Mel Espinosa, holding onto her curled shot from distance.
The lead was doubled midway through the first period and it came through Cheatley who struck a firm left-footed shot following a neat through ball from Chelsie Berry.
Cheatley grabbed her second of the game as she showed her speed to beat her opponent before finishing emphatically past Charlotte Greenwood on the stroke of the half-time whistle.









Bromley were awarded a penalty early in the second period and it was tucked away well by Beth Hull as the home side pulled a goal back.
The home side pushed and enjoyed spells of sustained pressure as they searched for an equaliser.
However it would be Williams' side who would grab the last goal of the game and it was Cheatley who completed her hat-trick.
Today's win means that the Bees will have the chance to win the trophy against either Barking Women or Saltdean United in the League Cup final.
Williams' side are next in action on Sunday 8 March as they take on Ashford Town away from home.
