Leeds United’s Elland Road redevelopment has been recommended for approval by Leeds City Council planning officers in a report issued on Monday December 22, 2025, the club said.

The application, lodged in July, covers a full refurbishment that would lift capacity from just below 38,000 to 53,000. The project is costed at between £100 and £150 million, which would make Elland Road the seventh largest stadium in the country.

A Plans Panel meeting is scheduled for Thursday January 8, 2026 at 1:30pm at the Civic Hall, Leeds. After that session, it is hoped the planning application will be fully approved.

Away supporters will continue to be housed in the West Stand during the works and once they are complete. Seating behind the South Stand goal will remain home only, reflecting the end’s influence on atmosphere.

The proposals followed consultation with supporters and groups, the Supporter Advisory Board, relevant safety organisations, the Premier League, and various architects and project advisers.

The application has support from Leeds City Council’s Highways Department. A sustainable and dynamic travel plan will be introduced to help address matchday transport and parking around Elland Road.

Public consultations before submission indicated supporters and the local community were overwhelmingly in favour of the scheme.
