FA launches urgent safety review after Billy Vigar tragedy

The governing body confirmed that the review will focus on the continued presence of brick and concrete perimeter walls across the National League system and lower divisions. In a statement, the FA said it would “work with clubs and local authorities to identify and implement urgent measures to reduce safety risks.”
A petition titled “Vigar’s Law” has already drawn thousands of signatures, calling for the immediate removal of hard barriers at grassroots and semi-professional grounds.
The Professional Footballers’ Association has also urged action, alongside MPs demanding tighter regulation.

Tributes to Vigar will be observed across English football this weekend.
Vigar joined Arsenal’s academy from Hove Rivervale in December 2017, signing professional terms in 2022.
He was praised for his versatility, featuring as a forward, winger and even wing-back, and was a regular goalscorer at under-18 level before stepping up to the under-21s.
Loan spells at Derby County and Eastbourne Borough followed before he left Arsenal in 2024.
The club described him as “quick, powerful, and fiercely determined,” a player whose professionalism and attitude made him a valued member of every side he represented.
After leaving north London, Vigar continued his career at Hastings United and later Chichester City.
The FA’s decision to order a review is seen as the first step towards ensuring no player faces the same risks in the future.
