Flamengo sends fair play proposals and accuses rivals of circumventing rules | OneFootball

Flamengo will file a request with ANRESF and the CBF setting out proposals to update Brazil’s financial fair play framework, aiming to stop debt-restructuring tools delivering sporting advantage. According to Globo.com, the club has also sent its suggestions and accused rivals of bypassing the rules.

Without naming names, the move addresses ongoing judicial recovery cases at clubs and SAFs, notably at Vasco and Botafogo. Cruzeiro, Sport, Santa Cruz and Avaí have also used the mechanism known as Recuperação Judicial.

Flamengo says it identified operational gaps and has put forward six measures. First, set a clear trigger, the main judicial recovery filing, for restrictions to apply, closing a loophole used by clubs and SAFs. Second, make compliance checks for registrations against payroll and transfer caps take place before BID publication. Third, enable retrospective auditing of 90 to 180 days before any RJ to deter inflated wage bills.

Fourth, apply points deductions in the season when breaches occur and hold responsible executives to account. Fifth, have ANRESF act as amicus curiae in court so judges hear the game’s wider interests. Sixth, ensure ANRESF and the CBF coordinate directly with FIFA so any lifting of transfer bans follows assessment of wider financial impacts.

The club says the aim is to prevent lawful restructuring being instrumentalised for undue gain while pursuing a continuous, reform-driven agenda to modernise the ecosystem. It frames the changes as part of a plan to help consolidate Brazil as the world’s third most valuable national football market.
