Pep Guardiola said before the game that he did not know whether the midfielder could manage three starts in a week.
But Rodri has been named in the Manchester City XI at Emirates Stadium.
He starts alongside Bernardo Silva and Tijjani Reijnders in midfield.
John Stones returns to the squad after returning to training this week but he is only on the bench, with Josko Gvardiol starting alongside Ruben Dias at centre-back.

Abdukodir Khusanov starts at right-back with Nico O'Reilly at left-back.
Erling Haaland leads the line as he renews his rivalry with Arsenal centre-backs Gabriel and William Saliba. Haaland has scored 12 goals in seven appearances for club and country this season, including one against Napoli and two against Manchester United last weekend.
Phil Foden’s recent return to form sees him keep his place in the team. Foden and Jeremy Doku flank Haaland.
Omar Marmoush (knee), Rayan Ait-Nouri (ankle), Rayan Cherki (thigh) and Mateo Kovacic (Achilles) remain sidelined.
