Prime minister Sébastien Lecornu wants to explore a mechanism that would make those who damaged property after PSG’s Champions League final win on Saturday pay for repairs via their social benefits.
The prime minister’s office said he has asked ministers to prepare draft measures to allow civil recovery of repair costs, including through deductions from benefits.
The approach would shift the bill from the wider public to the perpetrators, with sums reclaimed to fund repairs.
In the National Assembly on Tuesday, Lecornu called for going further than a purely criminal response, noting that extensive material damage raises the need for civil compensation so victims are properly indemnified.
He is not in favour of suspending social benefits, and instead wants recoveries taken from benefits beyond a protected minimum for day-to-day living.
Angry at the violence, he also criticised what he described as a reversal of values that would blame the security forces, while offering unconditional support to police and gendarmes.
