Winger enjoyed positive six-month spell on Merseyside last season
The Chelsea academy graduate impressed David Moyes while on loan with the Toffees last season.
Standard Sport understands Everton were keen on making the deal permanent from the outset this summer and have now agreed to sign him from Chelsea for £18m plus up to £6m in add-ons.
Chelsea negotiated a 15 per cent sell-on clause to be inserted into the deal.
A club-to-club agreement was followed by George agreeing personal terms with Everton.
George joined Everton on loan on the final day of the winter transfer window. He made eleven appearances for the club, all in the Premier League, failing to score or assist in any of them.

The 20-year-old saw his first-team minutes take a hit last season after the Blues spent big last summer, bringing in several forwards including Joao Pedro, Jamie Gittens, Alejandro Garnacho and Liam Delap.
Chelsea had agreed to sell him to Fulham for £22m last summer, but the deal broke down on Deadline Day.
George leaves Chelsea having made 37 first-team appearances, scoring six goals and assisting a further six.
He joined the club’s academy in 2014 as an Under-8, quickly rising through the youth ranks and making his first-team debut in August 2024 as Chelsea were beaten 2-1 by Servette in a Conference League qualifier.
George appeared twice in Chelsea’s triumphant Club World Cup campaign, scoring a group-stage win over Esperance Tunis, and played 12 times en route to securing Conference League glory, tallying three goal contributions in doing so.
