UCO report alleges rigged Las Rozas works to benefit Rubiales network

A Guardia Civil UCO report alleges irregularities in Ciudad del Fútbol works at Las Rozas that favoured a network around Rubiales, identifying two Gruconsa contracts.
According to El Periódico Mediterráneo, in 2021 secretary general Andreu Camps told Pedro González Segura that Gruconsa’s quote was accepted and work should begin before Economic Commission scrutiny. Planning sent 22 January 2021 slated a February start without a contract.
Approval papers completed in March named Gruconsa the cheapest, despite acceptance and a planned February start already set. On 1 March 2021 an RFEF staffer emailed Gruconsa’s 67,000 euro budget to legal chief Pedro González Segura and GC Legal. Gruconsa’s southern delegate was Ángel González Segura, Pedro’s brother.
A second alleged irregularity came under interim president Pedro Rocha after Rubiales left following his sexual assault on Jenni Hermoso. Investigators say ad hoc rival budgets were shaped to appear weaker than Gruconsa’s to satisfy RFEF internal rules.
In a call on 20 February 2024, Miguel García Silvero told Ángel González Segura that HR director José Javier Jiménez Jiménez needed three quotes for a new Las Rozas refurb. Ángel said they would submit three offers, theirs and two others, and prepare documents for Gruconsa and Paco, making the others look less favourable.
The report notes Ángel had earlier discussed sourcing two quotes not from previous firms. It concludes Gruconsa, with RFEF staff, planned two simulated budgets so the company would win, with Ángel giving instructions including one longer timeline and another open estimate.
