Bap proposes statute change to formalise professional structure at Flamengo | OneFootball

Flamengo president Bap has sent a statute amendment to the Deliberative Council to institutionalise professional management, placing all areas under paid directors.

According to Globo.com, it would scrap vice presidencies and create a management council formed by the president, vice and up to 13 appointees.

The council would oversee strategy without interfering in operations and could request information.

Councillors are reviewing the draft before it goes to the statute commission, with a vote likely by year end.

The chapter on vice presidencies would be replaced by a professional directorate reporting to the council, staffed through technical criteria, targets and periodic reviews to separate governance from operations.

It outlines 15 sectors spanning corporate functions, sports operations, and governance and risk, including Fla-Gávea and technology and innovation.

All sectors would be coordinated by the general director, who reports to the president. Exceptions are football and the academy, legal and rowing, which would answer respectively to the sporting director, the attorney general and the Rowing Advisory Council.

Departments must be led by paid professionals selected through evaluation, and the club would be barred from hiring members who held elected office in the previous year. Executives would require proven experience and strong academic credentials, with remuneration set to market and role complexity.

The president would chair the council with a casting vote and appoint and remove its non-executive vice presidents. It would rule on balance sheets, budgets and quarterly budget execution, and decide on hiring or dismissing the general director and department heads.
