CBF presented a study to representatives of the 40 Série A and B clubs on Monday, outlining a roadmap to form a single league and targeting a statute by the end of 2026.

According to Meu Timao, Corinthians were represented by Gabriel Diniz and André Lavieri, both from the club’s Restructuring Committee.

Clubs, currently split between Libra and FFU, received a timeline. From May to July 2026, suggestions and proposals will be collected.

From August to September 2026, proposals would be presented, adjusted and approved. Between October and December 2026, the focus would be commercialisation and the league’s statute.

The meeting, held in a hotel in Barra da Tijuca in the western zone of Rio de Janeiro, presented CBF’s benchmarking against the Premier League, La Liga and the Bundesliga.

Before debating revenue distribution, officials argued the total value must grow. Any new broadcast agreement would start only in 2030, as current bloc deals run through 2029.

The study noted Brazilian football generates under one third of Bundesliga revenue, despite a larger population and more top-flight clubs. It cited around 140 million club supporters, with roughly 40 million highly engaged, indicating headroom for growth.

About 80% of matches in Brazil are played at night, compared with roughly 25% in England, 60% in Spain and around 30% in Germany, which CBF says affects attendances. A recent survey found 74% of fans cite insecurity as a key barrier.

CBF mapped 10 areas, including calendar, playing time, stadium attendance and safety, infrastructure, broadcast, communications and social media, marketing, talent exodus, regulatory governance and financial sustainability. It pointed to standardised broadcasts and stronger digital presence abroad, and said a future league should handle topics such as synthetic pitches at Atlético-MG, Athletico, Botafogo, Chapecoense and Palmeiras, a possible shift from four to three relegated clubs, and a review of the foreign player limit, currently nine per match.
