The CBF plans to apply new IFAB laws used at the World Cup and will consult clubs first. A technical meeting with Série A and Série B sides is set for August.

According to Globo.com, the federation will present impact studies, share World Cup lessons and debate convenience, timetable and procedures for possible adoption in the Campeonato Brasileiro.

Its national refereeing pool is being readied to apply the changes. During training in Madrid from 5 to 10 July, referees were briefed and discussed the IFAB updates.

The so-called lei Vini Jr will also be on the agenda. Under the addition to Law 12, a player, substitute or substituted player is sent off if they cover their mouth while addressing an opponent in a provocative, demeaning or inflammatory manner.

Conmebol will adopt the new laws from mid-July as competitions resume, but will not implement the lei Vini Jr.

The measures aim to cut time-wasting and speed up play. At the 2022 World Cup, matches averaged 100 minutes including added time, with an average 42 minutes lost to restarts.

Key changes include five seconds to take a throw-in, or possession switches, and five seconds for goal-kicks, otherwise a corner is awarded. There is a 10-second limit for substituted players to leave the pitch, otherwise the replacement must wait one minute, plus a minimum 60 seconds off the field after on-pitch treatment. VAR can also correct clearly wrong corners and mistaken second yellows that would lead to dismissal, without an on-field review.
