In the 120-page document, the presidents of FIFA and UEFA are targeted for "the inclusion by FIFA and UEFA of Israeli football clubs based in illegal settlements in occupied Palestinian territory, built on land stolen from the Palestinian people."

The fact that FIFA and UEFA allow Israeli teams to participate in their competitions—providing them with financial and structural resources—is also highlighted in this complaint, filed by Irish Sport for Palestine, Scottish Sport for Palestine, Just Peace Advocates, Euro-Med Human Rights Monitor, and Sport Scholars for Justice in Palestine.
