FIFA ‘to change’ penalty shootout coin toss rule before round of 32

According to The Times, FIFA has asked IFAB, which governs the Laws of the Game, to change the pre-penalty shootout coin toss.
The intention is to introduce the tweak during the 2026 World Cup, starting with the round of 32 this Sunday.
At present, the referee conducts a first toss to decide which goal will be used for the shootout, then flips again with the captains to determine who takes the first kick.
Under the proposal, there would be only one toss. The winner could choose either to shoot first or which end to use.
The move is aimed at adding fairness, since two separate tosses can disadvantage the same side, as was the case for Arsenal in the Champions League final.
