Flamengo approve electoral reform, postpone online voting

Flamengo’s Deliberative Council approved an electoral reform, creating an Electoral and Good Conduct Code, but postponed online voting. It passed with 80.6% of 678 ballots.
According to Globo.com, the electoral commission delayed remote ballots due to lack of consensus and significant technological, financial and security demands. The body said the pause does not reflect disinterest and that the issue requires specific reflection. This is despite distance voting being allowed for council meetings since May 2025.
The package includes a code of 23 pages annexed to the Statute. To be on the roll, members must be up to date by 31 August, with the final list due by 14 November. Electoral offences will be investigated and sanctioned under the new code.
Sócios laureados join sócios patrimoniais, contribuintes and off-Rio, face a three-year qualifying period, and time as atleta or honorário cannot be added. A permanent electoral commission of seven members is formalised. One is nominated by each president of the four powers, Conselho de Administração, Diretor, Deliberativo and Assembleia Geral.
Financial breaks on fees are barred in election years, and the vote collection system must be secure and auditable. Presidential candidates must register their slate, supervise representatives and are jointly liable for their acts and for the accuracy of information.
The club welcomed the approval, calling it a step towards clearer rules, institutional responsibility and greater transparency. Opposition groups argued the reform removes competencies from the Conselho Deliberativo and concentrates more power in the Conselho de Administração.
