Vasco can still recruit despite Pedrinho and the board being sidelined, but all deals now require court oversight. According to Globo.com, the judge’s intervention order states that ongoing or future negotiations are not blocked.

The main change is approval. Decisions once run by the board now go to court-appointed administrator Samantha Mendes Longo. She signed her term on Wednesday and future signings must be submitted to the judicial manager.

Admar Lopes and Fred Luz have presented squad needs to Longo, and the club remains authorised to seek reinforcements this season. Even so, the departure of Pedrinho and political turbulence are understood to have set back some pursuits.

Talks for midfielder Deossa have advanced with Real Betis, but no deal is done, and executives are aligning the finances with Longo.

The offer is a loan with an option that could become an obligation if targets are met. The fixed fee is around eight million euros, with triggers lifting it to about 10 or 11 million.

Vasco plan to file an interlocutory appeal in the coming days, while the ruling cited Fiscal Council concerns over incomplete disclosure on deals and about roughly R$ 100 million already spent, including the origin of funds and compatibility with judicial recovery. Even so, it recognised player recruitment as a legitimate tool to strengthen the team.
