Judge probes Estadio Cartuja manager and ex-Andalucía official over contracts with Rubiales | OneFootball

A judge investigating possible commission payments in Real Federación Española de Fútbol contracts under Luis Rubiales has opened a separate case centred on Estadio de la Cartuja files for staging Euro 2020 matches in Sevilla during the pandemic.

Following a UCO report, former Secretary General for Sport José María Arrabal and the stadium’s current manager, Daniel Oviedo, are under investigation. The first measures order the seizure and search of their IT systems and mobile devices for evidence of any personal gain from the contracts.

The judicial order draws on a prior UCO analysis that points to irregularities in agreements between Gruconsa and Estadio de la Cartuja, with the RFEF mediating for the Euro fixtures held in Sevilla.

The Junta de Andalucía granted an exceptional subsidy of 4.9 million euros to the stadium for the four matches. A cooperation agreement with the RFEF triggered procurement of works, services and supplies that had to be completed before the tournament, two of which show indications of irregularity.

These concern theming of the press room, costed at 88,061 euros, and adaptation of the sports area, priced at 816,798 euros, both awarded to Gruconsa. The order says the works generated total invoicing to Gruconsa of 2,342,143 euros.

The order cites possible involvement of José María Arrabal and Daniel Oviedo Barrera in dealings between Gruconsa and the RFEF to adapt the stadium for various competitions, from the Copa del Rey final and Supercopa to reforms to meet requirements as a Euro final venue. It formally designates both as persons under investigation and authorises a technological probe.
