Tottenham and Manchester City have started negotiations over a switch from North London to the North-West regarding one of the most highly-rated midfielders.

Recruitment staff within the Etihad Stadium are currently working with intensity to welcome in a fresh wave of young talents into their academy ranks, bolstering the club’s future prospects for years to come.

The strategy accompanies an approach around the first-team, as Hugo Viana celebrates the signing of four new arrivals before the FIFA Club World Cup, with potential for a right-sided full-back to come in before the close of the window and supplementary business on top.

Newcastle United’s Tino Livramento is a primary name on the shortlist at Manchester City, but differences around the valuation on the England Under-21 international meant that a deal could not be completed in time for the start of the United States-based competition.

While work on the first-team is seemingly on hold as the focus is placed firmly on events Stateside, there remains a widespread pursuit of securing some of the brightest young names across the sport and the latest recruit looks set to emerge from North London.

That is according to the information of transfer market insider Fabrizio Romano, who reports that Manchester City are now advancing in talks to sign highly-rated Tottenham midfielder, Dexter Oliver with a clear strategy in place to develop young players.

The 2008-born attacking midfielder is also represented by global agency Roc Nation, who describe the talent as “highly regarded” with “exceptional skills and goal-scoring prowess” positioning himself as a “player to watch” following his rise with Spurs.

Oliver recorded a total of seven appearances in last season’s Under-18 Premier League as well as two appearances in the FA Youth Cup, providing two assists in the former despite playing ahead of his age group.

From the side of Manchester City and their plans for the player, it remains to be seen just how ahead of his age Dexter Oliver will feature at the City Football Academy, fresh off the back of a strong season across competitions at youth level.
