Peter Lowy warns Elland Road expansion at critical juncture for Leeds United

Leeds United’s Elland Road expansion has reached a decisive moment, with director Peter Lowy stressing urgency.
“If we don’t get it done this time, it will never happen,” he said, speaking to the BBC.
The plan, cleared by Leeds City Council, would raise capacity to 53,000 and address demand, with 26,000 on the waiting list. Elland Road has not had major redevelopment since the East Stand in 1993.
Lowy, a significant investor in 49ers Enterprises, which took over the club in 2023, added, “Leeds is ready for it,” and said the “stars are aligned” for the stadium and wider South Leeds regeneration.
Proposals also cover infrastructure, including a light rail link from Leeds station to White Rose with a stop at Elland Road. If that government-backed scheme is realised, he promised more funding, saying the ownership group could inject between £one billion and £two billion into a wider masterplan of housing, offices and retail.
He cautioned that delivery is decisive, as prolonged delays could sap investor appetite. “People like myself and the capital that we have won’t sit around for 10 years because we can invest wherever we choose.”
