Footage appeared to show a police officer swing a punch as Millwall fans were escorted through Wrexham city centre before Saturday's Championship match at the Racecourse.
Temporary assistant chief constable Owain Llewellyn of North Wales Police said: "We have reviewed the footage that you have supplied to us and are satisfied that the use of force was appropriate in the circumstances."
The south London club travelled to north Wales for the afternoon fixture, and a significant police presence escorted a group of away supporters to keep rival fans apart.
As the group passed pubs on High Street, dozens of Millwall fans goaded home supporters. Officers formed a thin line as some tried to push through the cordon.
One officer appeared to throw a single punch while supporting colleagues under pressure. It is unclear whether it connected. Video was filmed by a bystander outside a pub.
Online reaction was mixed, with some calling the policing heavy-handed or a police state, and others thanking officers. Many labelled the away fans' behaviour embarrassing and urged them to grow up.
