WSL Full-Time were informed of the news via an official club press release from The Lilywhites earlier today.
The 23-year-old joins the North Londoners from Norwegian Toppserien side SK Brann where she initially worked under current Spurs boss Martin Ho for a period.
Panengstuen started out with Raufoss IL before moving to Stabæk. A spell with Kolbotn IL followed before the player joined latest club SK Brann ahead of the 2025 season. Panengstuen was a member of the SK Brann side that were crowned Toppserien champions in 2025.
On the international stage, Panengstuen has been capped by Norway on two occasions at senior level.
After joining Spurs, Panengstuen said “This is a very exciting Club and a project that is going upwards. I want to be a part of it because I really believe in it. Obviously, I have some friends here, and they have said some great things about Spurs.
“I’m looking forward to playing games, meeting the fans, coming in every day to train, and live my dream.”
Panengstuen is Spurs’ fifth signing of what is proving to be a very busy summer transfer window for the club.
