Tottenham Hotspur have confirmed the appointment of Carlos Raphael Moersen as their new Director of Football Operations, marking another significant change in the club’s evolving executive structure.

The role is newly created and forms part of Spurs’ wider plan to modernise their football operations and strengthen off-pitch support for long-term performance.

Moersen, widely known as Rafi, joins from City Football Group, where he spent more than a decade working across its global football model.

His most recent position at CFG was Director of Football Transactions, a role that placed him at the centre of player recruitment and deal structuring across multiple clubs.

Tottenham had been in advanced talks with Moersen since December, with negotiations first reported late last year.

He is currently on gardening leave and is expected to formally begin work in North London ahead of the summer transfer window.

The club have stressed that Moersen is not a direct replacement for Fabio Paratici, who is due to leave for Fiorentina on February 4.

Instead, Moersen will work alongside Tottenham’s remaining sporting director Johan Lange within a reshaped leadership model.

He will report directly to Lange on men’s football matters while overseeing women’s football in collaboration with chief executive Vinai Venkatesham.

In an official statement, Tottenham said Moersen will lead football administration, player care, and training ground operations.

He will also join the club’s executive leadership team, underlining the strategic importance of the role.

A key element of his brief will be driving renewed focus and ambition for Tottenham Hotspur Women.

Lange described Moersen as the standout candidate from a competitive recruitment process and highlighted his experience in complex football operations.

The appointment comes during a period of substantial change behind the scenes at Tottenham.

Venkatesham was installed as chief executive last April, while Thomas Frank replaced Ange Postecoglou as head coach during the summer.

Long-serving executive director Donna-Maria Cullen stepped down from the board in the same period.

Chief football officer Scott Munn was placed on gardening leave in June before departing the club.

In September, Daniel Levy was removed as executive chairman after 24 years, with control passing fully to the Lewis family.

Further changes are still to come, with Dan Lewindon set to join next month from City Football Group as Performance Director.

Lewindon will oversee medical services, sports science, nutrition, and psychology across the men’s and women’s teams and the academy.

Rebecca Caplehorn is also due to leave her post as head of administration and football governance at the end of the winter transfer window.

Moersen’s arrival is therefore viewed internally as a stabilising appointment within a period of ongoing transition.

Tottenham believe his background in elite multi-club structures will help align football operations more effectively across the club.
