Patrick Berg thought he had given Ståle Solbakken's side a fourth-minute lead after finding the back of the net but the offside flag was up.
Newcastle United's Bruno Guimarães then had a golden opportunity to put Brazil - for who Igor Thiago was an unused substitute - in front at the other end but he was denied from the penalty spot by Orjan Nyland, who impressed in goal throughout an entertaining contest.
Haaland broke the deadlock on 79 minutes with an emphatic header before doubling the lead with a sensational strike from range, taking his tournament tally to seven goals.
Brazil legend Neymar converted a penalty deep inside stoppage-time to reduce the deficit for Carlo Ancelotti's side, but it wasn't enough to prevent a first exit before the quarter-final stage since 1990.
Ajer and Norway will now face England - who overcame a huge test against Mexico at the Azteca - on Saturday evening in Miami (10pm kick-off BST).
A Jude Bellingham double and Harry Kane penalty were enough to secure a hard-fought 3-2 win for the Three Lions, despite Jarell Quansah being sent off early in the second half.
Bees midfielder Jordan Henderson was an unused substitute for the Three Lions.
