The Comunidad de Madrid has suspended Rayo Vallecano’s concession and will urgently take control of Estadio de Vallecas after an audit found the ground failed safety standards for next season.

According to El Periódico Mediterráneo, regional minister Mariano de Paco Serrano called the move unavoidable and signed an order extinguishing the concession after repeated requests went unanswered.

The audit cited obsolescence and severe regulatory breaches, saying safety could not be guaranteed for spectators, players and staff. Key failures cover fire protection, electrical systems, emergency lighting and hygiene.

Inspectors also found missing safety documentation, including cleaning logs, water testing and legionella risk assessments.

De Paco Serrano said the problems reflect poor maintenance rather than structural faults, which were addressed earlier. On 12 July the club was given 15 days to deliver paperwork, obtained a late extension, then submitted nothing. The order also suspends the club’s right to occupy the ground and hands control of the refurbishment to the region.

Three contracts are ready to start, with access targeted for Tuesday if allowed, and works are to last months, he would not say two or six.

Early-season home matches will move from Vallecas and Rayo must notify LaLiga and the federation of an alternative venue. The intervention will not delay the €60 million revamp to lift capacity from 14,500 to at least 18,500 and add a new stand on Teniente Muñoz Díaz. Afterwards, a new concession with stricter terms will need to be negotiated, ideally via a third-party model like Movistar Arena.
