FIFA considering 10-second limit for throw-ins, goal kicks and substitutions

FIFA will analyse rule changes aimed at speeding up matches and reducing stoppages, including a potential 10-second limit for throw-ins, goal kicks and substitutions.
According to SuperDepor.com, the proposals were set during IFAB's Annual Business Meeting and will go to the general meeting on 28 February in London.
The discussion will focus on improving game flow and curbing repeated time-wasting.
Other measures include stricter control over how long substituted players have to leave the pitch, drawing on the recent enforcement that penalises goalkeepers who hold the ball for more than eight seconds, a move credited with lifting the tempo.
Players receiving on-field medical treatment could be required to stay off for a defined period, starting once play resumes, to discourage unnecessary stoppages.
The agenda also includes the so-called Wenger Law, a proposed offside interpretation for competitions without VAR in which a player would be offside only if their entire body is beyond the last defender. It could be used in leagues such as the Canadian Premier League, which begins in April.
The agenda notes progress on semi-automated offside and on Football Video Support, a tool for competitions that lack the technology for full VAR.
Potential VAR tweaks will also be examined, including reviews for dismissals via a second booking and the correction of corners awarded by obvious error. The stance remains to keep VAR restricted to the four current categories, goals, penalties, straight red cards and mistaken identity.
