Lazio will be restricted to a net-zero transfer window this summer after failing to meet Serie A’s cost controls.

The club said in a statement on Friday that it had received a communication from the Independent Commission responsible for verifying the Extended Labor Cost Ratio, and that any player registrations must comply with Article 90, paragraph four, letter A) of the NOIF.

Lazio have struggled to balance the books in recent years. Last summer they were hit with a transfer ban that blocked all signings, lifted before January, when the club booked capital gains by selling Taty Castellanos and Matteo Guendouzi.

New Serie A regulations lowered the cost-to-revenue ratio from 80% to 70%. Having failed to drop below 70%, the supervisory committee overseeing Serie A finances has imposed restrictions on the club’s transfer activity for this window.

Unlike last summer, the club can still sign players. Any spending must come from cash raised during the same window through sales, contract terminations and wage reductions.

Outlays cannot exceed income, and player salaries cannot be increased.
