The Blues fought off interest from a number of clubs last summer to sign Delap for £30m from Ipswich following their relegation from the Premier League.
However, the 23-year-old has struggled this season, and has managed two goals in 24 appearances in all competitions.
Delap has struggled with injury issues, but when he has played he simply hasn’t made the impact Chelsea would have expected.
Jamie Carragher believes joining Chelsea was too big a step for Delap, and on the current evidence it looks like the Sky Sports pundit might be right.

Delap has struggled to make an impact this season.
Former Blue Jason Cundy has suggested Delap might need to go on loan, and Football Insider have now reported Everton have made the striker one of their top summer targets.
The report adds Chelsea are ready to sanction a sale of the England under-21 international, and hope to recoup as much of the £30m fee as possible.
Delap is currently playing second fiddle to the in form Joao Pedro, and despite impressing against Hull, he will likely find himself back on the bench against Burnley.
Whilst Delap has struggled, more competition is set to arrive in the summer in the shape of Strasbourg striker Emmanuel Emegha.
Emegha has signed a seven year contract at Stamford Bridge, and scored 14 goals in Ligue 1 under Liam Rosenior last season.

The expectation is the Dutch international will go straight into the first team squad to compete for minutes with the current strikers.
It’ll be interesting to see how he adapts to the Premier League and what opportunities he actually gets next season.
