Santos council keeps three-year voting rule and confirms online ballots

Santos’ council kept the three-year membership requirement for voting and confirmed online ballots in the draft of the new statute after a Thursday night meeting at Vila Belmiro. Both moves were seen as wins for opposition to president Marcelo Teixeira.
The club said in a statement that a proposal to lift the presidential voting threshold to five years was scrapped.
The session opened with a ballot on article six and paused during discussion of article 28. Councillors will reconvene next Thursday to continue voting.
The initial wording of article 28 left room for interpreting that online voting would not apply to the presidency. An amendment from councillor Guilherme Neves made secret ballots compulsory both in person and electronically, with transparency, security, confidentiality and extensive technical, operational and process audits.
Article 32, which sets the requirements for presidential candidates to register, has not yet been discussed. Organised supporters again staged protests outside the venue.
