Sunderland would have to break their transfer record to beat Real Madrid and Barcelona to Victor Munoz, with Osasuna intent on his release clause.
The Black Cats added wingers Nilson Angulo and Jocelin Ta Bi in January, though injuries have checked their starts after moves from Anderlecht and Maccabi Netanya.
Munoz, 22, has 6 goals and 5 assists in 34 games this season. His form brought a first Spain call-up and a debut goal in a 3-0 win over Serbia.
Sunderland are said to have lodged an initial offer of around £20m, then a second proposal involving Eliezer Mayenda, with neither accepted. Barcelona and Real Madrid have also been linked, and Madrid retain a 3-year buy-back after selling him to Osasuna last summer.
Osasuna sporting director Braulio Vazquez said: “We’re not listening, we’re sticking to the clause. Real Madrid have a 3-year buy-back option that’s already agreed upon.”
He told AS.
“What we’re doing is enjoying Víctor until the end of the season.”
