Joe Cole has claimed none of the best players will want to join Chelsea because the Blues are still in a rebuilding phase.
Chelsea have heavily invested in the squad since the Todd Boehly and Clearlake Capital take over almost four years ago.
The Blues still don’t have a squad capable of challenging for the Premier League title, and there’s been a high turnover of players most summers.
Chelsea have very much shifted their recruitment policy from signing proven stars and the best players, to signing young talents they can develop.
The Blues had success last season as they returned to the Champions League and won both the Club World Cup and Conference League.

However, they’ve been unable to put together a title challenge, and both fans and the media have been calling out for the Blues to add more proven quality.
Chelsea reportedly made an enquiry for Antoine Semenyo, but he ended up joining Manchester City, and Cole has claimed the top players don’t want to join Chelsea.
“Unfortunately, none of the top, top players are going to be coming to Chelsea, because if they’re available, then the Man City’s, the Arsenal’s and the Liverpool’s will come calling and they will go there first,” he told Paddy Power as quoted on X.com.
“So Chelsea are still in their rebuilding phase.”
New head coach Liam Rosenior is reportedly happy with the Chelsea squad, but it’s clear the Blues are still short in a few positions.

Centre back is one of those positions, although the expectation is the Blues are set to have a quiet month, but it’s a position which could be addressed in the summer.
Chelsea’s main priority in the summer is reportedly a midfielder to ease the burden on Enzo Fernandez and Moises Caciedo, but whether thats to add more depth or to replace one of the existing options remains to be seen.
